Postal Service Disruption

The Government of Saskatchewan is working to minimize the impacts of the postal service disruption.

Ministries, Crowns and agencies have put contingency plans in place to limit service disruptions.

The government encourages all clients, suppliers and businesses to switch to direct deposit, as direct deposit payments will not be affected by mail delays.

The list below outlines measures that government organizations are taking to ensure continued service to residents and businesses during postal disruptions. Despite these measures, processing times may be impacted during this period. We apologize in advance for any inconvenience this may cause.

1. Canada-Saskatchewan Grant for Services and Equipment for Students with Disabilities

New or current post-secondary students are encouraged to submit their Canada-Saskatchewan Grant for services and equipment for Students with Disabilities application and supporting documents through the Advanced Education Student Portal.

If you do not have an existing Advanced Education Student Portal Account, or you need to submit documents on behalf of the applicant, upload documents online using the Post-Secondary Document Uploader.

For students who are refunding unused service and equipment grant funding (cheque or money order will not be available), please use Interac e-Transfer to return your funding.

This payment option requires the following information:

  1. The email address is PDGrantRepayment@gov.sk.ca.
  2. The e-transfer message section should have:
    a. Your first and last name; and
    b. Your PSE/Client number (found on the top right corner of your letter)

2. Court Services

All bail, restitution and ticket refund cheques will be distributed to the permanent Provincial Court and Court of King’s Bench court offices to be held for pick up.

Information on permanent Provincial Court locations and Court of King's Bench offices can be found on the Courts of Saskatchewan website. Information is also available on alternative ways to file documents with the Court of Appeal.

3. Crop Insurance/AgriStability Information and Payments

The Saskatchewan Crop Insurance Corporation (SCIC) will work with customers to determine alternate options for accessing information typically delivered through Canada Post, such as faxing, emailing or delivering to a customer service office for pick-up.

Producers also have the option of using direct deposit for receiving program payments. Producers are encouraged to sign-up for direct deposit by accessing the direct payment form and submitting it to SCIC.

Producers who need to send information to SCIC and are concerned about missing deadlines because of the service disruption at Canada Post are encouraged to use AgConnect and/or CropConnect, fax or drop off their material at any of the 21 customer service offices across the province.

SCIC is committed to providing timely, reliable and local service and is monitoring the situation closely. If producers have questions about SCIC’s plan to manage mail delivery, they can call 1-888-935-0000 or 1-866-270-8450.

4. Crown Utility Accounts, Bills and More

SGI, SaskTel, SaskPower and SaskEnergy invite customers to proactively sign up for electronic accounts to ensure they receive information about their utility bills, driver’s licence and vehicle registration renewals, and other important communications. Longer than usual wait times for customer service representatives are anticipated in the event of postal service disruptions, so customers are encouraged to visit the respective Crown websites or to call for more information regarding customer service options. Information is also available online regarding options for paying outstanding bills in the event mail-in payments are not possible.

5. Drug Plan and Extended Benefits

The Ministry of Health will accept program applications, documents, or receipts for refund. These may be submitted by email to DPEB@health.gov.sk.ca. In Regina, individuals may also deliver these items to the deposit box located at the TC Douglas Building in Regina or drop items off at the front desk of the TC Douglas Building, located at 3475 Albert Street.

Residents requiring letters to submit to their private insurance providers can submit the request through the online Saskatchewan Formulary.

6. Filing and Paying Taxes

Businesses are still required to file and pay taxes in the event of a postal dispute. Mail delays do not change tax deadlines or the assessment of penalties and interest. Tax returns and payments must be received by the Ministry of Finance by the due date. Penalty and interest charges are applied to late tax returns and tax payments. A tax return must be completed for each reporting period, even if there is no tax owing. If the return due date falls on a weekend or statutory holiday, then payment and remittance is due on the next business day.

We encourage you to sign up for the Saskatchewan eTax Services (SETS) to avoid any delays in meeting your tax obligations. SETS provides a secure, fast, easy and convenient online self-service portal to electronically file and pay your taxes. You can opt to receive email notifications of when returns are due.

Paper (non-electronic) returns and payments may be couriered to the Ministry of Finance, at your own expense, to the following address: 4th floor, 2350 Albert Street, Regina, SK, S4P 4A6.

7. CAEC, GED and Adult Basic Education Transcripts

The Ministry of Immigration and Career Training has a plan in place to ensure that GED, Canadian Adult Education Credential (CAEC) and Adult Basic Education (ABE) students and graduates can receive service in the event of a Canada Post labour dispute.

To request a transcript for an Adult 12 program completed after 2000, please complete the online request for transcripts.

For CAEC, GED, Adult 10, and any Adult 12 ABE programs prior to 2000, transcripts can be requested via email at caec@gov.sk.ca.

To receive your official transcript, you have the following options:

  • Pick up the transcript from the SaskJobs office closest to you.
  • Arrange for the transcript to be couriered to you at your cost (after the Ministry confirms your identity by phone).
  • Arrange for the transcript to be emailed to you as a PDF file (after the Ministry confirms your identity by phone).

8. Graduate Retention Program

Post-secondary graduates can download their Graduate Retention Program (GRP) certificate from their Advanced Education Student Portal.

Students applying for a GRP certificate through the Student Service Centre may use one of the following options:

  • Log into your Advanced Education Student Portal and submit the required documents.
  • If you do not have an existing portal account, use the Post-Secondary Document Uploader to submit the required documents.
  • Deliver the application in person to the Student Service Centre on the 11th floor at 2010 12th Avenue in Regina.

9. Health Cards and Vital Statistics

eHealth Saskatchewan issues health cards, as well as birth, death and marriage certificates. Visit eHealthSask.ca for options to minimize delays, including ordering online.

10. Maintenance Enforcement Orders

Mail delays will impact incoming and outgoing support payments made by cheque, as well as maintenance enforcement applications. For options to minimize delays, including the use of direct deposit, direct withdrawal, and online banking payments, please visit: Registering Child Support Orders with the MEO. Recipients set up with direct deposit may experience delays in receiving support payments if the payor or their employer makes payments by cheque.

11. Medical Services Branch

Physicians who typically receive payment by cheque are encouraged to sign up for direct deposit to avoid delays in payment. Direct deposit can be set up by contacting the Ministry of Health Medical Services Branch Physician Inquiries Line at 1-800-605-2965.

12. Payments to Government of Saskatchewan Suppliers

The Ministry of Finance will make supplier cheques available for pickup in Regina for anyone unable to register for direct deposit. Suppliers should contact the ministry at 306-787-7450 to make arrangements.

13. Saskatchewan Library Holds

If you are requesting books and materials that your local library is bringing in from another library system, delivery may be delayed due to a possible postal strike. Please work with your local library system to determine what options may be available to assist you.

14. Scholarship of Honour

Students applying for the Scholarship of Honour may use one of the following options:

15. Social Services Payments

Building upon our experience with the 2024 Canada Post service disruption, the Ministry of Social Services is working on contingency plans to continue to provide timely payment of essential benefits to clients who still receive benefits by mail.

Most ministry clients receive benefit payments by direct deposit, and these payments will continue as usual. We encourage clients who still receive cheques by mail to switch to direct deposit.

At this time, Social Services benefit payments are being processed as usual.

We are closely monitoring the situation and will review the need for alternate distribution of benefit payments to clients who receive their benefits by mail, dependent on strike status.

16. Student Aid

New or current post-secondary students are encouraged to apply for/complete their Saskatchewan Student Aid online through the Advanced Education Student Portal. Supporting documents for the application can be uploaded through the portal.

If you do not have an existing Advanced Education Student Portal Account, or you need to submit documents on behalf of the applicant, upload documents online using the Post-Secondary Document Uploader.

If you prefer to print the application and complete it by hand, you can scan the completed forms and upload them to your Advanced Education Student Portal account or through the Post-Secondary Document Uploader.

Those applying for student loan forgiveness are advised to courier applications to the National Student Loans Service Centre in the event of a postal strike.

17. Tax Refunds or Grant Payments

Saskatchewan businesses that receive their tax refunds or grant payments through direct deposit will not be affected by a postal disruption. Anyone expecting a refund or grant payment that is not set up with direct deposit can contact the Ministry of Finance at 1-800-667-6102 to establish direct deposit, delay the receipt of the refund until after the postal disruption or have it sent by courier (at the recipient’s expense).

18. Public Guardian and Trustee

Mail delays will impact outgoing payments made by cheque. Most clients and service providers receive payments by direct deposit and they will not be affected by a postal disruption. The Public Guardian and Trustee’s office encourages those clients and service providers not already receiving payment by direct deposit to contact the office at 1-877-787-5424 or by email at pgt@gov.sk.ca to arrange for direct deposit for payment.
